University Council

The University Council is the University’s supreme governing body, it has ultimate responsibility for the affairs of the University and operates under the ‘Instrument and Articles of Government’ for the University.

The key responsibilities of the University Council are for:

  • the character of the institution as a Church of England University
  • the determination of the educational character and mission of the University and for oversight of its activities
  • the effective and efficient use of resources, the solvency of the institution and for safeguarding its assets
  • approving annual estimates of income and expenditure
  • the appointment of the Vice Chancellor and senior staff members, and setting a framework for the pay and conditions of other staff

University Council Structure

The 23 members of the University Council meet in formal session at least 4 times each year and their work is supported by a range of Sub-Committees, the structure of which is shown below:

The Governance and Nominations Committee (G&N)
Advises the University Council about the appointment of co-opted members and membership of committees. It also manages the on going review of Council effectiveness.

The Remuneration Committee (RemCom)
Advises the University Council about the remuneration and terms and conditions of employment of senior staff.

The Audit Committee
Advises about reports from internal and external auditors and related matters.

The Selection Committee
Conducts interviews for senior posts and advises the Council members about senior appointments.

The Finance, Employment and General Purposes Committee (FE & GP)
Advises the Council Members on such employment and financial matters as the Council may remit to it.

University Council Members

The Bishop Grosseteste University Council is made up of the following members:

Mr Bob Walder – Chair of the University Council

Bob Walder became Chair of Bishop Grosseteste University Council in August 2016. Following school in Hampshire and studying accountancy at Portsmouth Polytechnic, Bob Walder graduated in Economics and Politics at Bristol University in 1977. He began his career working for Mosscare, a community based housing association in Moss Side, Manchester and remained in the sector for 38 years.  For the last 26 years he was Chief Executive of Longhurst Group based in Lincolnshire during which the organisation grew from 800 to 18,500 homes, employing 1,000 staff and eventually building 500 new homes a year.

Bob is a Fellow of the Chartered Institute of Housing and has chaired several companies and regional committees in the housing sector.  He was also Vice-Chairman of Boston College of Further Education and Chairman of the Boston Regeneration Company. Bob is also a Board Member of LACE Housing in Lincoln.

Mr. David Babb OBE

David Babb is a retired civil servant. Graduating as a chemist, his early career was in the Patent Office examining drug patents. During that time he took a law degree and qualified as a barrister. He then transferred to Whitehall where he held various posts, mainly international trade related, in the Department of Trade and Industry. He spent much time travelling overseas and retired after promoting trade with North America. Active in his local church, he has been a churchwarden and led a project team to build a new £3.5m Church Centre. He also chaired the Governing Body of the church primary school for 17 years. He now acts as a school admissions and governance consultant for the Oxford Diocesan Board of Education.

Dr. Kevin Brown
Chief Executive of the Diocese of Gloucester

Kevin Brown studied archaeology at Durham and Oxford Universities and held a Leverhulme Scholarship at Stockholm University whilst doing doctoral research in early medieval archaeology. He has worked in the historic environment and cultural fields operating in the public, private and charitable sectors. Latterly, at English Heritage he was the Stonehenge Project Director having previously been South West Regional Director. His current role involves the provision of support to 380 parishes and licensed ministers, oversight of the diocesan governance structure and the management of its assets.

Mrs Jackie Croft
Chapter Clerk and Administrator, Lincoln Cathedral

After graduating in History from London University Jackie’s first job was promoting Peterborough as a new town.  This job was the spur to a successful career in medical and then financial sales working all over the country before she settled down and qualified as a Human Resources professional. In this capacity Jackie worked for Rolls-Royce plc for over eleven years as an HR director specializing in employee development and change management.  Jackie was also a volunteer adviser to the Bishop of Derby, sitting on his senior leadership team before she joined his staff specifically to implement Common Tenure, the new terms of service for clergy introduced in 2011.  After three years at Derby Cathedral as Chapter Clerk Jackie now leads the day to day management of staff and volunteers at Lincoln Cathedral, coordinating the Cathedral Chapter’s strategy and plans and ensuring their implementation.

Mrs. Angela Crowe

After graduating in English from Nottingham University, Angela Crowe worked in the British Institute of Management before developing a career in education. She has taught at all levels in schools and in further education. Appointed to the magistracy in Lincoln in 1985 she later transferred to North Somerset where she was Chairman of the North Somerset Bench and also sat on the National Family Proceedings Panel of the Magistrates’ Association. She was Vice Chairman of an acute National Health Trust in the south west of England and sat on the Local Medical Research Ethics Committee. On her return to Lincolnshire in 2001 she joined Lincolnshire Police Authority and was Chairman from 2004 until 2009.

Angela is Deputy Chairman of United Learning and sits on the Group Board, selection panels, chairs the Education Board for independent schools and takes an active part in determining the strategy for United Learning. Angela has a passionate belief in the importance of good governance in any organisation which seeks to be successful and this is central to all the work she does.

Professor David Head

David Head studied German at the University of Wales in Swansea, the University of Göttingen, McMaster University and the University of Reading. He then specialised in teaching German at the University of Bath, focussing increasingly on its business dimension. Subsequently, he was Head of the School of Modern Languages at Northumbria University, Director of the Plymouth Business School at the University of Plymouth and both Dean of Business and Law and Director of Innovative Partnerships at the University of Lincoln. He has published on many topics including: the image of Germany as an industrial power; business German; country-of-origin advertising; German cinema; language learning in higher education; and the cultural dimensions of international football. David has been a governor of a further education college and chair of governors in a primary school. He has also been Chairman of the Lincolnshire Rural Housing Association Board of Management and was a member of the Board of Trustees of the RAF Waddington International Air Show.

Dr Tony Hill

Dr Tony Hill is an independent Public Health Consultant and Health Strategist, having recently retired as Executive Director for Public Health for Lincolnshire County Council.

A former hospital doctor and general practitioner trained in Dundee, Tony became a public health consultant with Somerset Health Authority in 1987. He was Director of Public Health in Northern Lincolnshire from 1996 until 2012. During this time he was a member of the Board of HullYork Medical School.

From 2012, Tony was Executive Director of Public Health for Lincolnshire PCT and Lincolnshire County Council. He was a Director of the Greater Lincolnshire Local Enterprise Partnership.

Tony has been a governor and University Council member at Bishop Grosseteste for eight years, as it moved from a College to a University College and finally to being a University. He is Vice Chair of the University Council and Chair of the Remuneration Committee.

Mr. Steve Lawrence

Following undergraduate and postgraduate study at the University of Wales, Steve lectured in Economics with an American University for four years. He subsequently joined the staff at Aberystwyth University where he held the positions of Director of Development and Director of Development and External Affairs for the next 25 years. More recently his appointments have been in the charity sector and have included the roles of Executive Director of the Africa Justice Foundation and Chief Executive Officer of Dyslexia International.

Air Vice-Marshal Gavin Mackay

Gavin Mackay studied Engineering at Glasgow University before joining the Royal Air Force as a pilot. He flew Harriers operationally in the fighter ground attack and reconnaissance roles throughout Europe, Central America and the Falklands as well as piloting helicopters and multi-engine aircrafts. He commanded the Central Flying School’s Examining Wing leading advisory teams world-wide, instructing and examining on numerous types of aircraft; from micro-lights to MiGs. As Commandant of the Royal Air Force College Cranwell, he was responsible for the selection, recruitment and initial training of all RAF officers. Retiring from regular service he travelled extensively as Senior Military Adviser in the MOD’s Defence Export Services Organisation (DESO) providing operational and technical advice to foreign governments on British military equipment and services in support of UK Industry. Now fully retired, he maintains various links with the Armed Forces, is a Fellow of the Royal Aeronautical Society and has been appointed as High Sheriff of Lincolnshire as of March 2015.

Reverend Sally Myers
Principal of Lincoln School of Theology

Sally Myers is one of the representatives of the Diocese of Lincoln on the Governing Council. Before she was ordained in 2006 she acted as both a hospital and a mental chaplain. She is the Principal of the Lincoln School of Theology, overseeing the academic and formational training of future ministers. Her research interests are concerned with cognitive and narrative representations of personal faith, how this affects moral reasoning, and how it changes and develops in response to learning.

Right Reverend Dr Nigel Peyton
Honorary Assistant Bishop Diocese of Lincoln

Dr Nigel Peyton retired as Bishop of Brechin in the Scottish Episcopal Church in 2017 and was previously Archdeacon of Newark, Ministry Development Officer and parish priest in the Diocese of Southwell & Nottingham.

His governance experience includes service as a Governor of Abertay University Dundee, Chair of Trustees of St Margaret’s Residential Home for the Elderly Dundee, Non-Executive Director of the Ecclesiastical Insurance Group, school governor and magistrate in Nottingham.

Nigel has degrees in history and in theology from Edinburgh University and held the Scottish Fellowship at Union Theological Seminary New York. His published doctorate explored contemporary Church of England Parish Clergy. An Honorary Teaching Fellow at Lancaster University Management School, Nigel’s continuing academic research focuses on Christianity, organisation and social context. He is passionate about stimulating faith in public life, inspiring young people and lifelong learning and access for less likely students.

Reverend Canon Professor Peter Neil
Vice Chancellor of Bishop Grosseteste University

Peter Neil was born on the Isle of Bute on the west coast of Scotland. After working as a teacher of modern languages in Scotland he moved to Belfast where he became a Senior Lecturer in Education at Queen’s University Belfast. Whilst at Queen’s he completed a PhD in Education and began studying Theology. In 2003 he took up the role of Director of Education and Lifelong learning at Aberystwyth University, subsequently returning to his native Scotland as Head of the School of Education at the University of the West of Scotland. With a wide range of research interests centred on education and on theology, Professor Neil has written books on language teaching, Continuous Professional Development and teacher mentoring. He has researched topics ranging from language education to school leadership and ordinary theology, publishing in academic journals and speaking at international conferences. He is an ordained Anglican priest and has served in the Church in Wales and the Scottish Episcopal Church.

Mr. Alan Stacey

Alan Stacey is the current elected non-academic staff representative on University Council. Born in Louth, Lincolnshire he has lived in Lincoln for over 38 years. A graduate of the Lincolnshire College of Art, (validated by Cambridge and De-Montfort University) and the Institute of Leadership and Management he also holds an OND and HND in Graphic Design. A fully qualified Graphic Designer he has spent most of his career in print and print management for various local printing companies. He has worked for Bishop Grosseteste University for approximately 9 years as Reprographics Manager. Alan is an active member of the Association of Print Managers in Education, a diploma member of the Society of Industrial Artists and Designers and diploma member of the Society of Typographical Designers. Other roles include Copyright Officer and HERA Assessor (Higher Education Role Assessor) for the University.

Mr. Gareth Hughes

Gareth is currently the Students’ Union President and sits as a Council member to represent the views of students. He also served as Students’ Union Vice President two years prior and after completed his MA has decided to return to BGSU. He studied his Undergraduate and Masters Degrees, both in Theology, here at BGU. His academic interests are in the field of ethics and specifically gravitate around atheistic schemes of morality and their relation to the concept of virtue. Gareth grew up in Saxilby, and has lived in Lincoln for the past five years.
